Just after the system analysis. The stakeholder analysis has to be updated regularly.

How to?

Brainstorm a list of your stakeholders. Define their current interest, power and attitude. Record their positions on the stakeholder map. Define appropriate measures for the critical stakeholders. Later on, re-evaluate the situation and plan any new action if necessary. Keep this analysis confidential!
